Trump’s Phony Gaza Peace Plan – an outline for continued U.S. government and Israeli genocidal attacks on Palestinians and domination of war-ravaged Gaza

Statement by the Chicago Antiwar Coalition (CAWC) –11.28.25

On November 17, the United Nations Security Council (UNSC) adopted resolution 2803, endorsing President Trump’s Comprehensive Plan to End the Gaza Conflict. The 20-point document is nothing other than an outline for continued U.S. government and Israeli genocidal attacks on Palestinians and domination of war ravaged Gaza. The resolution says governance in Gaza would eventually possibly be turned over to a “reformed” Palestinian Authority (PA) with a “vetted” Palestinian police force.

A main issue in the Palestine-Israel conflict is and has always been whether there is to be an independent Palestinian state. The Trump plan makes an extremely conditional reference to that question in point 19 of the plan: “When the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood.”

What is outlined is the opposite of the internationally agreed upon definition of self-determination. Instead, it is determination of statehood by other parties, principally by the U.S. government and the Israeli government. Trump’s and Netanyahu’s plan rides roughshod over past UN resolutions 242, 338, and 194. These provide for the Palestinian peoples’ right to self-determination. The resolutions recognize Gaza, the West Bank, and East Jerusalem as territories illegally occupied by Israel, and assert the illegality of Israeli settlements in the occupied territories. This includes recognizing the illegality of Israel annexing East Jerusalem (with the support of the U.S.government). And the UN resolutions oppose blocking the right of Palestinian refugees who had been driven from their original homes to return to their homes or to compensation.

For the immediate future, the Trump plan passed by the UN Security Council establishes a so-called Board of Peace headed by none other than Trump himself with supervisory power over all the ways it sets up to rule Gaza. Other nations are to be involved. Trump would be the chairman. The leadership of this body would also include former UK prime minister Tony Blair, the U.S.’s sidekick in the 2003 invasion of Iraq. Organizationally, below the so-called Board of Peace, the plan calls for an International Stabilization Force (ISF) to train and provide support to the vetted Palestinian police forces. According to the plan, the ISF is “the long term internal security solution.” The unstated external solution would be colonial domination by the U.S. government, and the governments of Israel and Egypt. Israeli military withdrawal from occupied Gaza would be contingent on the demilitarization of Hamas and other groups that have been the backbone of resistance to the decades long land, sea, and air siege of Palestinians of Gaza and elsewhere in Palestine. Point 13 explicitly states that Hamas and its allied resistance groups are to agree to the destruction of “all military, terror, and offensive infrastructure including tunnels.”  

Absolutely nothing in the document makes mention of the genocidal terror that the Israeli Defense Force has unleashed upon nearly all of Gaza’s 2 million people including the murder of at least 100,000 people, almost all of them civilians. In addition to establishing instruments for continuing control of Gaza by imperialist powers, the Comprehensive Plan sets up some framework for rebuilding Gaza in the long run as well as providing humanitarian aid immediately. The World Bank and other institutions are to organize reconstruction. The Security Council resolution passed by a vote of 13-0 with the governments of China and the Russian Federation abstaining. Some of the countries that did vote did so despite reservations. Pakistan’s representative, for example, noted that his suggestion and those of some other delegations did not appear in the text, including a “clear political path to Palestinian statehood.”  The U.S. representative, on the other hand, stated what clearly seemed to be an ultimatum: either accept the plan or continued war. The dominant sections of the Israeli ruling class now explicitly reject Palestinian statehood. These include Israeli Prime Minister Netanyahu and various political parties. Previously, Israel’s rulers nominally endorsed a 2 state solution while they continually threw up roadblocks in its path as the population of illegal Israeli settlers in the West Bank and east Jerusalem grew from about 250,000 around1993 to well over half a million. This displaced many Palestinians including Palestinian farmers. These settlers engaged in armed violence against the Palestinians living there. These acts of violence have often been with the acquiescence of the Israeli Defense Force.

We must redouble our efforts to support the Palestinian Resistance against the brutal U.S. government genocidal occupation of the Palestinian land. We must redouble because the U.S. government, aided by the governments of Russia and China, has passed the resolution in the United Nations Security Council to have the U.S. government more directly impose a military force in Gaza than it has already with the employment of proxy Israel. Under the plan, as we have pointed out, the U.S. government is to be allowed to run the Palestinian land of Gaza as a colony, with the aid of zionist, apartheid, genocidal Israel and any other military forces they can get to carry out the new form of Occupation. The decisions will be made by a Board to be led by President Trump– not with any supervision or control by the United Nations or anyone else. This plan, agreed to through a vote in the United Nations Security Council on November 17, saw the governments of Russia and China, who have power to veto any proposal in the UN Security Council, abstain from the voting, thus allowing the measure for the suppression of Hamas and other Palestinian Resistance forces to be approved.

(This is not the first time the governments of Russia and China have voted for or enabled the United Nations to sanction or interfere in the affairs of peoples or countries standing up to and resisting various forms of imperialist colonial oppression. This is important to recognize since there has been widespread promotion of the idea that the governments of Russia and/or China are friends of people of countries around the world rather than powers with imperialist aims of domination and profit-making.)

The plan of the Trump Administration passed by the UN is to dictate Gaza’s affairs. It leaves open continued long-term Israeli military presence inside Gaza. It calls for total disarmament of the Palestinian Resistance and their internationally approved right to resist the illegal Israeli occupation with armed force. The aim is for the Palestinians to give up their fight for liberation and self-determination and the right to return to their homes. The UN Security Council resolution has no mention or condemnation of genocide or plans to stop that. It aims to have complete subjugation of the Palestinian people to the forces of U.S. imperialism.

The Palestinian Resistance, which has held firm during the last two years of U.S.-Israeli military attacks, and inflicted great damage to the Israeli military forces, has, of course, rejected this plan. It is clear they will continue to resist any new occupation force, to continue their long history of resistance to attempts to subjugate them, by the British Empire, by the zionists, and anyone else.

So, Chicago Antiwar Coalition (CAWC) encourages all lovers of peace and justice to standup strongly against the aims of the capitalist ruling class of the U.S. and its government to dominate and rule the Palestinians, the Middle East, and the whole world. We need to stand up for a real democracy in the U.S., to empower ourselves to have a government that is truly of, for, and by the working class and other oppressed people.
